How do I know if my venue needs to comply
If your venue or public space reasonably expects 200 or more people at the same time, it is likely to fall under Martyn’s Law and must undertake certain security preparedness duties.
Are there different tiers under Martyn’s Law
Yes, there is a tiered system:
Standard Tier: venues with 200–799 people undertake basic preparedness steps.
Enhanced Tier: venues or events with 800+ people have additional obligations like comprehensive security planning.
How Will Martyn’s Law be enforced?
A regulatory function, expected to be administered by the Security Industry Authority (SIA), will advise and guide premises in meeting requirements and can take enforcement action, including compliance notices and penalties, if needed.
What does compliance require?
Duty holders are expected to conduct a Threat and Risk Assessment, identify vulnerabilities, and put in place proportionate protective procedures. From simple staff training to emergency planning, depending on venue size and risk.
Will I need specialist training or knowledge?
The government aims to provide clear guidance so duty holders can understand their responsibilities without needing specialist counter-terror expertise, though appropriate training for staff is strongly encouraged.
Is there financial support available?
The UK Government has indicated that it will not provide direct funding for businesses to meet the law’s requirements, but there will be statutory guidance to help venues understand and achieve compliance.
